As time goes by, natural disasters threaten to be aggravated. Even with the developed science of today, people can not control these natural disasters. Especially, droughts, among many natural disasters, have more frequency of occurrence and make severe consequences for economic and social life. The cause of drought mainly reasons is due to the impact of humans on the environment. The demand for food to feed increase may result in the progressive conversion of natural ecosystems into farmland. This gave rise to desertification when there is over-cultivation of croplands, shortening of fallow seasons, overgrazing of rangelands, mismanagement of irrigated cropland and deforestation. In addition, the local don not have proper planning or development planning do not fit the level of water resource development, not in harmony with the natural environment. Droughts have a tremendous impact on the economic and social. A drought can cause a severe effect on the economies of areas. Dry weather can cause crops to die, reduced the rangeland, and forest productivity. People who depend upon income from farm work, food processing or food transport and marketing will lose their income when food production is affected by droughts. When the income of farmer decrease, retailers and others who provide goods and services to farmers face reduced business. Prices for food, energy, and other products increase as supplies are reduced. According to Tuoi Tre newspaper (11 March, 2014), in 1997-1998 drought caused serious damage: 750.000ha on rice and 236.000had on industrial trees and fruit trees are drought. Government must to grant 100 billion to support the remedial local drought, water shortage and 1500 tons rice to famine relief to the people (Ministry of Agriculture and Rural Development, April 14, 2014).
