Maldives holds a relatively youthful population as about 41 percent is shared by people below 15 years of age and about 3 percent is shared by people above 65 years of age. Like other small countries, development of the Maldives is also restricted due to the absence of resources on land, the limited opportunity for extension of the agriculture zone, and sensitivity to environmental threats and natural calamities. Economy of the Maldives is hugely dependent on tourism and fisheries industry as they are the major cause of foreign exchange income and government earnings. When it comes to employment, these two industries account for about more than one third of the total working population as per the 2000 census reports. The less amount of educated labor in the Maldives has led to the growth of a higher expatriate labor force. Therefore, expatriate workforce has played a vital part in the economical development of the Maldives. The development stages of the Maldives have been backed by the Government, the private parties and foreign contributors. The government mainly targeted on providing services to fulfill basic human needs, while private parties has played a vital role in the improvement of tourism, trade, fisheries and transport industry with other activities. Foreign assistance has played a key role in the development economy also. During the recent years, almost 70 percent of the development process was financially assisted by foreign donors. ?
