The Title XX Grant, also known as the Social Services Block Grant (SSBG), originally created in 1981 by policy makers, gave Texas about $1.7 billion from October 1, 2012 to September 30 2013. The grant was aimed towards broken homes, aiding the abused, child services, and special services for the disabled. As the Congressional Research Service (CRS) website informs us that “the largest expenditures for services under the SSBG were for child care, foster care, and special services for the disabled (Lynch).” In the 2012-2013 year the SSBG helped around “23 million people per state (Gupta)." However, the Obama Administration implemented the Health Care Reform for Obamacare and the SSBG helped fund it but the Obamacare had many flaws with more complaints than compliments. With that being said; from 1981 to the mid-2000s the Medicaid Health Care was more effective and took required less taxing so it would be safe to say that it was successful and still is even with the flaws. It just isn’t as successful as it once was. One categorical grant, called the Upward Bound Program, is specifically designed for less fortunate students to get into college with fundamental needs covered. The grant is designed to provide incoming students that are from low-income households and parents without a Bachelor’s degree “in order to increase the amount of people in the United States that will complete secondary education (Upward)." “ED was created in 1980 by combining offices from several federal agencies. ED's 4,400 employees and $68 billion budget are dedicated to establishing policies on federal financial aid for education and distributing, collecting data on America's schools and disseminating research, focusing national attention on key educational issues, and prohibiting discrimination and ensuring equal access to education (Upward)”.
