During the 16th and 17th century was a period of great upheaval in Europe. Religious and territorial conflicts caused continuous warfare, which caused the government to lay heavier taxes on the suffering populations to maintain the large standing army. The pressures brought the peasants to revolt. In response, as absolute rulers, monarchs tried to increase their own power. They created new government bureaucracies to control the economy of their country. Their goal was to control all the aspect of society, with no limitations. Only with the freedom, they could rule as the absolute monarchs. Absolute monarchs believed in divine rights, which they acted as the representative of God on Earth. They only answered to God, not to his or her subjects. The European absolutism was a period of tyranny, due to the heavy taxation toward the peasants, the limit amount of freedom, and the harsh rules that the absolute monarchs ruled at. The absolute monarchs imposed heavy taxes on the peasants which caused their country staggered in debt and hurt its economy. Every year, the King of Spain had an income of five millions of gold, but his expenses were six millions, and this excess is covered by extraordinary taxes according to the aspects that he ruled over (Document 8). The increased taxation let the absolute monarchs to strengthen the government, but also the government was plunged into the staggering debt. As the Debt of Royal Family chart showed that the year 1643 the debt was 400 million livres, and it steadily increased until 1683. After, it increased much more than ever. During the year 1715, the debt was about 2000 million livres. The increased amount of the debts because the constant warfare that France fought and Louis XIV had constructed the Palace of Versailles (Document 10).
