Party structures of Communist party state are defined by Design Features: Chinese political system borrowed organizational design from Soviet Union by Lenin political legitimacy. Chinese Communist party guardianship is informed by the opinion and preferences of the mass line; however, the expression of mass preferences depends on their fits with the larger goals determined by party leader, as well. Party leaders at all level supposed to remain close relationship with people in order to propagate their unsystematic ideas to the people as the correct ideas. Party Organization: Communist party is organized by hierarchy of party congresses and committee extending from the top of the system down to the grassroots. Inner party rule decision making are based on the principle of democratic centralism. In democratic socialism, democracy mainly refers to consultation. Centralism refers to the unified discipline throughout the party: top-level official party decisions are binding on party organization and members. According to the Communist party constitution, any sort of small group activity within the party is punishable considered as the violation of organizational discipline. Two hierarchies with party leadership: The organization of power in two hierarchies of political structures illustrated principally there is the division between the party and government structure, in practice however, the two often perform similar functions.
