African Americans civil rights and the line between equal treatment, poverty, and education has been a long struggle and continue to be one even in today’s society. Throughout history there have been many advocates for African Americans civil rights, Martin Luther King Jr. in 1968 delivered his “Mountain Top” speech, this speech targeted all men and women regardless of color of skin, sex or gender that all men should be treated equal, in 1968 the “Civil Rights Act of 1968” was signed this law ensures equal housing opportunities for all men and women. The list goes on to the different laws set into effect to ensure equality and to investigate discrimination. “Civil rights legislation of the sixties and seventies sought to end racial discrimination in the United States; doing so required that the federal government establish an official ethno-racial taxonomy in order to specify who was and was not covered by the various statutes, The Civil Rights Act of 1964, the Voting Rights Act of 1965, the Fair Housing Act of 1968, the Equal Credit Opportunity Act of 1974, and the Home Mortgage Act of 1975 required federal agencies to identify particular groups to be monitored for evidence of discrimination” Hattam, V. (2004). All of these set in place and still African Americans are denied health care, equal housing, the rights to go to certain schools, and even in some cases discrimination. Poverty has always been a factor when it comes to African Americans, in today’s society there are approximately 28.1% of African Americans living in poverty. According to the 2012 “Annual data released recently by the U.S Census Bureau indicates that 43.6 million Americans--one in seven people -- now live in poverty. This is the largest number of people in poverty in the 51 years for which the estimates are available. The figures also show that African Americans experience poverty at a much higher rate than Whites” (2010, Oct 02 Milwaukee Courier). There are many African American families whether single homes are two parent homes living in poverty, the question is why? One thing that stands out is how the welfare system works, for those that are single the welfare system is set up to offer TANF and SNAP benefits in some cases Medicaid is offered as well, However if a single mother gets married than those benefits are decreased or stopped completely. In some cases though a mother gets married there is still not enough income to suggest that this family will live above the poverty line. The welfare system is set up to help families in need and for many African Americans services are denied or are just not enough to get them out of poverty, public housing and supply the means to raise a family. One way to fix this issue is to extend tax benefits for those of low income families. Today’s society face more African American children needing Out home care, this is because families are unable to take care of their families; they lack education, jobs and the necessities to raise a child. Many African American children are faced with needing out of home care. “African American families are disproportionately affected by negative social, political, and economic forces that undoubtedly contribute to their overrepresentation in the out-home care system. An array of problems-including racism, poverty, inadequate housing, substance abuse, HIV/ AIDS, teenage pregnancy, incarceration, lack of appropriate social support systems, and violence-all combine to account for the growing number of African American children needing out of-home care” (Brown, A. W., & Bailey-Etta, B. 1997). Poverty is not the only problem African Americans face in today’s society. Receiving proper health care has been as issue as well. Many African Americans do not receive healthcare because they are uninsured or insured but cannot afford to go to the doctor, Another reason African Americans do not receive healthcare is because they are afraid of doctors and do not want any bad results, and in some cases they do not trust doctors.
