International crises between states are rare events in the grand scale of international relations. However, due to their potential influence on world events the need for a comprehensive study of their development and the behaviour of leaders during some situations has increased over the last century and into the present day. Why actors make certain decisions in a some situation, in order to make changes on the international area, still remains an open question, because it is all known fact that each state usually tries to obtain more benefits from every situation. The purpose of this essay is to study what is the the leader’s role in the decision-making process on an international relations subjects? In recent years the concept of leadership has become a research topic that should be evaluated independently from other areas rather than a concept evaluated under different fields and disciplines. There are different actors in the management of a country . One of the most important one is the leader. Because the leading features of leaders help them to come to the fore more than other actors. The dictionary meaning of „leader? is "the person or leader who is at the top of an organization or a political organization", in fact leadership is being the leading one, having very rich personal qualities, resourcefulness, scientific and cultural richness, mass efficiency power. The most common definition of leadership is collecting people around with certain objectives and motivating people to take action . If we speak about international or intergovernmental level it is necessary to emphasize that this case is concentrated on leaders like powerful states or stated which are governed by a leader who is endowed with great abilities to convince and make people to follow him. People are social beings who survive in groups. They feel the need to be in a group to perform some of their own goals and desires. It is only possible with the skills
